【轉知】行政院公共工程委員會將政府電子採購網「評選廠商參考資訊」增列國家中山科學研究院拒絕往來廠商查詢連結，轉請查照。

一、依據行政院公共工程委員會115年10月14日工程企字第1150018595號函（如附件）辦理。
二、國家中山科學研究院拒絕往來機制係依「國家中山科學研究院採購作業實施規章」辦理，與政府採購法第101條至第103條所定停權制度不同；考量該院業務及採購性質涉及國防科技、軍事採購或國防安全，其廠商履約紀錄、專業能力及相關採購資訊，對機關辦理採購標的、履約內容或所需專業能力相同或相近之採購具有評選參考價值，爰於政府電子採購網增列相關查詢連結，供各機關查詢利用。（查詢路徑：登入政府電子採購網（https:／／web.pcc.gov.tw）採購輔助/評選廠商參考資訊。）
三、前開拒絕往來廠商名單不得逕作為限制或排除廠商參與政府採購之依據。

1. This matter is processed in accordance with the official letter from the Public Construction Commission, Executive Yuan, dated October 14, 2026, with reference number Engineering-Qi-Zi No. 1150018595 (as attached).

2. The「Blacklist of Prohibited Vendors」of the National Chung-Shan Institute of Science and Technology (NCSIST) is administered pursuant to the「NCSIST Procurement Operating Regulations」which is distinct from the suspension system stipulated in Articles 101 through 103 of the Government Procurement Act. Given that the business and procurement nature of NCSIST involves defense technology, military procurement, or national defense security, the performance records, professional capabilities, and relevant procurement information of these vendors provide valuable reference for agencies when evaluating procurement targets, performance requirements, or necessary professional expertise for similar or related procurement projects. Consequently, additional inquiry links have been added to the Government e-Procurement System for agencies to access and utilize. 3. The aforementioned list of prohibited vendors shall not be used as a direct basis for restricting or excluding vendors from participating in government procurement.
