116年第1梯次青年百億海外圓夢基金計畫

一、旨揭計畫期盼以拓展國際鏈結交流、青年帶動百工百業創新成長、引領青年多元創意行動為推動重點，讓臺灣青年在國際舞臺上展現創造力、活力與韌性，提升臺灣青年國際競爭力，也讓世界看見臺灣青年的多元力量。

二、本計畫對象為本國15至30歲青年，分為築夢工場組與海外翱翔組（含年度旗艦計畫），第1梯次報名自115年10月30日起至11月30日中午12時，相關資訊可至計畫平臺查詢（https://twpathfinder.yda.gov.tw/）：
(一)築夢工場組：鼓勵青年自主提案，本部將提供專業孵化輔導資源及機制，育成輔導青年赴海外實現圓夢行動。
(二)海外翱翔組（含年度旗艦計畫）：
１、結合相關部會與民間組織，規劃國際組織或基金會、智庫見習，青年議會及交流，創業與產業培訓及各式青年行動等多元主題類別，提供青年申請赴國外見習及培訓機會。
２、年度旗艦計畫：116年由原住民族委員會以「原夢萬里．全球實踐－世界多元文化交流與青年跨域行動」為主題，提供對此議題有興趣之青年提案申請。
３、圓夢助力方案：透過圓夢成長營培訓以訓代審，提高支持力度，讓青年們都有機會實現海外夢想。圓夢成長營暫定116年1月29日至1月31日，共計3日。

I. This program aims to expand international linkages and exchanges, empower youth to drive innovation and growth across various industries, and lead diverse creative actions among young people. By focusing on these key areas, the program seeks to provide a global stage for Taiwanese youth to demonstrate their creativity, vitality, and resilience, thereby enhancing their international competitiveness and showcasing the diverse potential of Taiwan is youth to the world.

II. The program is open to Taiwanese citizens aged 15 to 30 and is divided into the Dream Factory track and the Global Soaring track (which includes the Annual Flagship Program). The application period for the first cohort is from October 30, 2026, to November 30, 2026, at 12:00 PM. Detailed information can be found on the program platform (https://twpathfinder.yda.gov.tw/):

(1) Dream Factory Track: This track encourages youth to submit independent proposals. The Ministry will provide professional incubation resources and mechanisms to support and guide youth in realizing their overseas goals.

(2) Global Soaring Track (including the Annual Flagship Program):
1. In collaboration with relevant ministries and non-governmental organizations, this track offers diverse categories such as internships and exchanges with international organizations, foundations, and think tanks; youth parliaments and exchanges; entrepreneurship and industry training; and various youth action initiatives. These opportunities allow youth to apply for overseas internships and training programs.
2. Annual Flagship Program: In 2027, the Council of Indigenous Peoples will host a program themed ;Indigenous Dreams Without Borders: Global Practice – World Multicultural Exchange and Youth Cross-Domain Action. Youth interested in this theme are invited to submit proposals.
3. Dream Realization Support Scheme: Through the Dream Realization Growth Camp, the selection process will be integrated with training to increase support intensity, ensuring that all youth have the opportunity to realize their overseas dreams. The Dream Realization Growth Camp is tentatively scheduled for January 29 to January 31, 2027, for a total of three days.
